In a policy brief produced by the Institute of Development Studies (IDS), authors Newell, P.; Wheeler, J.; Dunn, A examine and clarify some of the notions around the concept of accountability. The brief looks at who benefits from improved accountability and focuses on how people claim accountability in practice. It points out that accountability can rarely be provided from above.
