Guidebook on Developing Community e-Centres in Rural Areas is a 73-page publication that identifies guiding principles and fundamental requirements for the establishment of rural information and communication technology (ICTs) services. Published by the United Nations Agency, Economic and Social Commission for Asia and the Pacific and recently highlighted by Telecentres.org, the guidebook is based on the experience of rural ICT projects in Malaysia.

The guidebook is a practical guide for policy makers and development practitioners who want to promote ICT projects since it provides an inventory of issues and components to be dealt with in preparing projects and approaching donors as well as other financiers.
