Criticism mounts as the Universal Service Agency (USA) fails to spend millions of rand collected from telecommunications operators to bring information and communication services to the rural poor.
The USA has long been criticised for failing in its mandate to bring telecom services to the poor. Given its inability to make full use of the funds available to it, it is not surprising that government has been hesitant to increase the amount it is allocated.
