In a paper entitled, “Civil Society’s Policymaking Role: A Work In Progress,” Joyce Mulama considers civil society's ability to influence government policy. The paper calls upon different points of views that argue for and against the ability of civil society to influence government policy. It points to specific instances when civil society has played a big role in determining policy.
