One of the failures of government’s low income housing delivery programme is that it is largely operationalised through the private sector that sees profit before people and goes on producing poor quality housing in areas that perpetuate the segregation of people in the same way that apartheid planning did.

In general, housing roll out has taken place without the consultation of affected communities. Urban development NGOs such as Planact, along with other members of the Urban Sector Network, have been advocating for a people centred approach to housing development that considers the needs of the community and takes place within an integrated framework that considers all their social and economic needs.
