In a one page document published by the United Nations Development Programme, Terry McKinley, considers the question ‘What is Poverty.’ In his papers he relates the emergence of capability poverty to stimulate a broader debate on this critical issue and lead to greater conceptual and operational clarity on ‘what is poverty?’.
