Aid to Fragile States is a paper that examines the relationship between state failure and development assistance. Produced by the World Institute for Development Economics Research (WIDER), the paper argues that aid to fragile and poorly-performing states is the real test of aid effectiveness. The author argues that rich countries must be strongly engaged in fragile states in order to build political accountability and institutional capacity.
