Request for Proposals – Consultancy Services to Conduct Baseline Study Prior to Implementation of the OVCY-lll Project
 
SANAC Trust, in cooperation with the Department of Social Development, seeks to appoint a consultant to conduct a baseline study prior to the implementation of the Phase III Orphans, Vulnerable Children and Youth (OVCY-III) project on “Bridging the gap between children transitioning to youth and early adulthood”. The overall goal of the OVCY-III project is to empower youth with skills to be independent, self-reliant, responsible citizens, and prepare to launch them into the labour market and society.

RFP Descriptions: The appointment of the service provider to conduct a baseline study prior to the implementation of the OVCY-III programme of the Department of Social Development.

Project Summary:  The Baseline Study will assess the social support services, educational and skills training as well as income generation / job needs of the communities residing around the six selected Community Care Centres (North West, (Groot Marico and Venterdorp), Limpopo (Mamvuka and Bonn), and Kwa Zulu Natal (Idlebe and Charlestown)).
This assessment should highlight the gaps in the soft and hard skills needs in the respective communities.

The  Baseline Study will ensure that critical information on the orphans and vulnerable children and youth (aged 15 to 24 years)  knowledge, attitudes, perceptions and practices regarding their needs on  career counselling and guidance; soft skill training; hard skill training including computer literacy; psychosocial support; educational support, sports and recreation, linkages to health; social services, among others are collected and documented for the purpose of ensuring that the communities around the 6 CCs are adequately consulted and meaningfully engaged prior to the implementation for the OVCY-III project.

Allocation of tender/ Contract award point system: Functionality- 70 points, Price – 20 Points, BBBEE- 10 Points; bidders are requested to obtain a minimum point score of 49/70 on Functionality to be evaluated on Price and BBBEE. The highest point scorer will be awarded the Tender.
