Team Overview:

Over the last several decades, South Africa’s Department of Health (DOH) has made significant progress to achieving the UNAIDS 90-90-90 (90% of all people living with HIV will know their HIV status, 90% of people with diagnosed HIV infection will receive sustained ART and 90% of all people receiving ART are virally suppressed) for the paediatric and adolescent populations. However, gaps still exist. Due to South Africa’s high disease burden, South Africa falls short and does not meet the 90-90-90 targets. To address these challenges, CHAI South Africa’s (CHAI SA) team is supporting the DOH, at national and provincial levels to implement a broad range of activities across the 90-90-90 matrix, including assessing and costing proven and/or new innovative intervention strategies focused on identification, establishing strong linkage systems, improving paediatric retention/viral suppression and building an investment case for scale and sustainability. This work will be done through the provision of technical assistance to support the development and deployment of strategic interventions and operational plans, resource optimization in the short and long term and galvanizing key stakeholder coordination.

Position Overview:

CHAI is seeking a highly motivated individual with outstanding technical and managerial capabilities to play a key role in the Paediatric HIV program. The Program Manager will shape strategy, manage and provide technical input to a growing Paediatric HIV team. Additionally, s/he will work with a range of partners and subject matter experts within Paediatric HIV to coordinate workstreams. Thus, the Program Manager should have exceptional communication and analytical skills, be a strong strategic thinker and be able to adapt to differing program needs. The Manager will be based in Pretoria, South Africa and report to CHAI South Africa’s leadership team.


Key responsibilities include, but are not limited to, the following:

  • Coordinate CHAI’s support to the Pediatric HIV program in South Africa in collaboration with implementing partners to help strengthen systems and interventions and achieve audacious programmatic goals on aggressive timelines in line with DOH strategic goals and priorities;
  • Support DOH in all aspects of strategy, costing, planning and implementation, ensuring CHAI’s ongoing alignment with the DOH strategic goals and priorities;
  • Manage and establish collaborative relationships with the DOH, suppliers, partner organizations and other relevant stakeholders;
  • Monitor program activities against project goals and donor commitments, identify operational bottlenecks or weaknesses, and help devise solutions to strengthen programs as necessary;
  • Manage the design, assessment and costing of intervention strategies with implementing partners, which will include protocol development, operational guidance development, data collection and review and frequent feedback to the DOH on the progress of these initiatives;
  • Oversee monitoring and evaluation (M&E) efforts with the aim to maintain and update comprehensive, feasible M&E frameworks that will generate credible, actionable and timely information;
  • Oversee development and maintenance of program databases and dashboards for performance monitoring;
  • Monitor progress towards targets and support program to modify/refine implementation as needed to achieve/exceed targets;
  • Oversee and conduct routine field supervision visits, data collection, and routine data analysis of national and program data;
  • Oversee quantification, costing and of policy and regulatory landscape for Paediatric ARVs to make recommendations and support any revisions that may be required to ensure the smooth introduction of new products and/or services;
  • Support grant management, including development of concept notes, proposals, donor reports, and contractual agreements, and coordinate development of programmatic and financial updates;
  • Provide regular reports on program and work progress to CHAI Leadership team and liaise with global teams within CHAI.

Qualifications and Requirements:

  • Advanced degree in a related field such as health economics, public health, financial management, business preferred;
  • 5 to 7 years of professional experience in demanding, results-oriented environments in the public sector and/or private sector (e.g., management consulting, financial services);
  • Excellent problem solving, analytical and quantitative skills, including attention to detail and experience in modelling using Microsoft Excel;
  • Strong communication skills, including delivery of compelling presentations and documents in Microsoft PowerPoint and Word;
  • Entrepreneurial mind-set; demonstrated ability to work independently on complex projects and solve challenging problems, in a high-pressure, fast-paced environment;
  • Strategically minded, able to think creatively around long-term program objectives and the detailed steps necessary to achieve these goals;
  • Ability to organize and coordinate meetings and workshops, meet deadlines, generate data-driven reports and work in a fast-paced environment with maximum efficiency and impact;
  • Strong budgeting and financial expenditure analysis skills;
  • Willingness to travel within South Africa as needed.

  • Ability to learn on the job quickly and absorb and synthesize a broad range of information;
  • Ability to navigate ambiguous and complex processes and be flexible;
  • Exceptional diplomatic and interpersonal skills, and ability to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment;
  • Experience in capacity building and in policy design and implementation, in collaboration with the government and stakeholders, is highly desirable;
  • Strong command of the English language;
