In his paper titled, “Promoting Rights While Offsetting Risks,” Peter van Tuijl, Executive director of the European Centre for Conflict Prevention, provides an overview of NGOs in a disabled environment. As part of his introduction van Tuijl writes that, “The risks for NGOs involved in advocating public policies are varied and always depend on particular circumstances related to a specific country- or other context, and the issues at hand. This paper tries to outline an inventory of action and reaction with respect to these risks, and the impact on NGO rights.”
